The Regional Lottery Plan Summary The Regional Lottery Plan, devised by Professor Larry Sabato, creates four geographical regions and allots one month per region to schedule primary elections, beginning in April and ending in July. The order of the schedule is determined by lottery, so that each region has an equal opportunity to head the primary schedule. A US Election Lottery would be established and held on New Years Day of each election year to avoid early campaigning. An additional lottery would be held for states with four or fewer electoral votes to determine two states to lead the primary schedule around March 15, at least two weeks before the initial regional contests begin, to allow for retail politicking that now exists in New Hampshire and Iowa. |
