Summary

States are divided into four rotating groups with equal number of both electoral votes and total number of states per each group to provide an equal number of predominantly Republican states and predominantly Democratic states.

How it Works

  • The Texas Plan splits the states into four groups.

  • The groups are divided to have an equal number of both electoral votes and total number of states per each group.

  • The groups are also divided to provide an equal number of predominantly Republican states and predominantly Democratic states Each group should conduct their delegate selection plan on the same day or within a short time period.

  • Each cycle the selection order rotates so that the group that went first initially will go last the next cycle.
